The District of Columbia Office of Contracting and Procurement (OCP) on behalf of the Department of Transportation (“DDOT”), pursuant to the Procurement Practices Reform Act of 2010 (“PPRA”), is issuing public notice of its Request for Proposals (“RFP”) seeking offers from firms (“Offerors”) interested in designing and implementing a Digital Curbside Permit Management System (DCPMS).
The District intends to award a single contract resulting from this solicitation to the responsible Contractor whose offer conforming to the solicitation will be most advantageous to the District, cost or price, technical and other factors, specified elsewhere in the solicitation considered. The Contractor’s proposal shall demonstrate their compliance and achievement of all aspects of the solicitation.
Goals and Objectives:
The District intends to implement a DCPMS that consolidates disparate curbside management tools, datasets, and processes currently in place into one transparent, customer accessible, data driven, geographic information centric system. The DCPMS must:
- Be based on a COTS platform;
- Include a Digital Visitor Permit Distribution System (DVPDS);
- Include integration of parking enforcement, residency verification, and payment/data aggregation; and
- Be scalable, adaptable, and cost effective.
