 Surplus Property Division The Surplus Property Division (SPD) in the Office of Contracting and Procurement (OCP) facilitates the reuse, sale, or disposal of excess and surplus DC government personal property. The SPD also helps acquire excess personal property from the federal government for reuse by District entities and eligible nonprofit organizations.
